Addressing Emerging Public Debt Management Capacity Challenges in Africa’s Transition States

The policy dialogue, hosted by the African Development Institute’s Public Finance Management Academy for Africa (PFMA), will focus on Addressing Emerging Public Debt Management Capacity Challenges in Africa’s Transition States. This will be followed by the inauguration and learning session of the Africa Debt Managers Initiative Network (ADMIN) on 13 June.

Public debt vulnerability remains a persistent challenge for Africa. According to the IMF, of 54 African countries, 38 low-income countries were classified as being in debt distress, with high debt distress, or with moderate debt distress. Of these 38, 23 are transition states; of 10 countries globally that are in debt distress, eight are in Africa.

The PFMA Spotlight Series is a bespoke, tailored, and context-specific new knowledge and capacity development policy dialogue initiative to develop, build, and strengthen the capacity of African transition states to sustainably manage their public finances and debt.

It will equip stakeholders with the latest cutting-edge knowledge and skills to make debt work for the countries to achieve positive impact and efficiency in their public financial and debt management. The series will also provide continuing professional development for the first cohort PFMA Executive Training graduates.

The Public Finance Management Academy for Africa is implementing this initiative under Pillar III of the African Development Bank Group’s Transition Support Facility. The event will be attended by heads of debt management offices, treasurers or accountants general, heads of revenue authorities, representatives of central Banks of transition states, supreme audit institutions, anti-corruption agencies, civil society organizations, academia, and other relevant stakeholders in the transition states.

Following the consultative meeting of the Africa Debt Managers Initiative Network in Abuja on December 15, 2023, the inaugural session and peer-learning platform of the Network will provide knowledge-sharing and training on “Developing and Deepening of the Domestic Debt Markets in Africa”. This event will be attended by debt managers and heads of debt management offices in Africa, including those from transition states. 

These platforms are designed to implement the African Development Bank’s Multidimensional Action Plan for the Management and Mitigation of Debt Distress Risks in Africa or the Debt Action Plan, and the Bank Group’s Borrowing Policy. The latter guides the Bank’s support for regional member countries’ efforts to address public debt challenges.
