Building Resilient Futures: National Capacity Development Strategies in Transitioning Nations - Dr. Eric Ogunleye

In this keynote address, Dr. Eric sets the stage for the dissemination workshop on national capacity development strategies for the Central African Republic, Guinea-Bissau, Somalia, and South Sudan. He underscores the urgency of strengthening institutions, systems, and human capital as the foundation for sustainable development, particularly in countries navigating fragility, conflict, and external shocks.

Dr. Eric Ogunleye


Ogunleye, a Nigerian national, has nearly 20 years of experience in macro and development economics, capacity development, public governance and regulatory reform, monitoring and evaluation, and policy advisory. His career includes designing and leading innovative, context-specific capacity development and policy advisory initiatives at the highest levels of national governance, achieving significant global partnerships and impactful results.

He previously served as the Officer in Charge of the African Development Institute and Manager of the Institute's Policy Management Division. He was also previously an Advisor to the Chief Economist and Vice President of the Economic Governance and Knowledge Management Complex. He played a crucial role in developing and implementing the Bank Group’s Capacity Development Strategy (2021-2025) and related initiatives, such as the Public Finance Management Academy for Africa and the Macroeconomic Management Academy for Africa.

Ogunleye has significantly enhanced the Institutional Capacity Building and Fiduciary Clinics, which now consistently cover 20 country portfolios annually, improving the quality of the Bank’s operations and portfolios in Regional Member Countries.

South Sudan: Investing in Human Capital for Peace and Prosperity

South Sudan’s presentation emphasizes the country’s unique position as the world’s newest nation, still navigating post-conflict fragility, limited infrastructure, and institutional weaknesses. Despite these hurdles, the government—supported by AfDB—has embarked on developing a comprehensive national capacity development strategy. This strategy is designed not only to address immediate governance and service delivery needs but also to strengthen resilience and lay the groundwork for long-term peace and stability.

Mr. Joseph Thomas Luwaya


Mr. Joseph Thomas Luwaya is a senior government leader in South Sudan, deeply involved in the development and implementation of the country’s national capacity development strategy. He represents the South Sudan delegation in the AfDB dissemination workshop, speaking on the themes of human capital, institutional strengthening, and actionable planning. Mr. Luwaya has worked closely with national ministries, civil service institutions, and international development partners to align strategy recommendations with the realities of South Sudan’s post-conflict context.

With a firm belief in inclusive, participatory policy making, Mr. Luwaya emphasizes that capacity development must go beyond planning documents—it must integrate into national plans and budgets, be backed by monitoring and evaluation frameworks, and be owned by both government and citizens. Under his guidance, South Sudan is pushing forward reforms aimed at enhancing civil servant skills, improving service delivery, and embedding national capacity initiatives into the long-term roadmap for stability and growth.

Somalia’s presentation highlights the country’s long struggle with fragility, marked by decades of conflict, political instability, and weak institutional structures. These challenges have left its economy underdeveloped and its governance systems unable to deliver essential services to citizens. Despite these hurdles, Somalia continues to demonstrate resilience and determination to recover, rebuild, and strengthen its institutions.

Mr. Mohamed Hassan Shire


Mohamed Hassan Shire is a seasoned policy and development professional with over 16 years of experience in institutional administration, economic development, and governance in fragile contexts. Appointed as Director General of MoPIED by Somalia’s Prime Minister, he has been deeply involved in strategic planning, partnership building, and state-building initiatives. His career includes key roles in public administration, security reform, gender and human rights advising, and humanitarian programming, often focusing on vulnerable groups such as women, children, and minorities.

Mr. Shire holds advanced credentials including a Master of Science in Security, Conflict and International Development from the University of Leicester, and a BA in Politics from the University of East London. At MoPIED, he leads efforts anchored on strategic pillars such as stability, capacity-building, productivity, and gender equality, aiming to integrate Somalia’s national capacity development strategies into broader development and governance frameworks.

Dr. Ann Sow Dao is a Manager in the Programme Development Division (ECAD1) within the Economic Governance & Knowledge Management Complex (ECVP) at the African Development Bank (AfDB). She holds a Master's in Public Policy (MPP) and a PhD.
