Somalia’s presentation highlights the country’s long struggle with fragility, marked by decades of conflict, political instability, and weak institutional structures. These challenges have left its economy underdeveloped and its governance systems unable to deliver essential services to citizens. Despite these hurdles, Somalia continues to demonstrate resilience and determination to recover, rebuild, and strengthen its institutions.

Mr. Mohamed Hassan Shire


Mohamed Hassan Shire is a seasoned policy and development professional with over 16 years of experience in institutional administration, economic development, and governance in fragile contexts. Appointed as Director General of MoPIED by Somalia’s Prime Minister, he has been deeply involved in strategic planning, partnership building, and state-building initiatives. His career includes key roles in public administration, security reform, gender and human rights advising, and humanitarian programming, often focusing on vulnerable groups such as women, children, and minorities.

Mr. Shire holds advanced credentials including a Master of Science in Security, Conflict and International Development from the University of Leicester, and a BA in Politics from the University of East London. At MoPIED, he leads efforts anchored on strategic pillars such as stability, capacity-building, productivity, and gender equality, aiming to integrate Somalia’s national capacity development strategies into broader development and governance frameworks.
