The role of parliamentarian networks such as APNODE in advocating and advancing policy solutions for transformational change.

Background: The relationship between evaluation and transformational change has been discussed in several recent publications in the field of evaluation1, raising the fundamental question: Can evaluation play a role in nudging policy communities and, consequently, society on the path to transformational change? And if so, how? Addressing these questions requires thinking boldly and ambitiously. At the same time, to make a difference, we should be realistic about the opportunities and challenges for evaluation to influence policies and societies across diverging and complex contexts.
Parliamentarians are in a unique position to influence policy, to oversee its implementation, and to hold the Executive to account for results. However, individual voices can struggle to gain traction on the regional or global stage. This is where parliamentarian networks, such as APNODE, come in. APNODE is a network of African parliamentarians and development partners that strives to bridge the gap between evaluators (who provide impartial evidence) and parliamentarians (who utilize such evidence). APNODE acts as a powerful platform for knowledge sharing, peer learning, and collaboration. By connecting legislators across borders who share similar concerns, APNODE strengthens individual capacities and fosters a united front. This collective voice is significant when advocating for solutions to pressing issues such as climate change or sustainable development. APNODE also facilitates the exchange of good practices and successful policy and program implementation from different countries, allowing parliamentarians to learn from each other and adapt effective solutions to their own contexts. This collaborative approach strengthens the impact of individual efforts and increases the likelihood of achieving positive outcomes.
This virtual panel discussion is organized by APNODE with the support of IDEV in the context gLOCAL 2024 to explore the role of a network of parliamentarians such as APNODE in advocating for solutions that are more likely to contribute to transformational change.
